Yes, you can travel to Valencia if you travel with a justified reason.
The Generalitat has extended, at least until 31 January, the perimeter confinement of the Valencian Community. For this reason, it will only be possible to enter or leave the autonomous region for justified reasons, such as returning to one’s habitual residence.

Travel restrictions Spain: returning from an European Country.
From the 23rd of November you have to present a negative PCR test (taken within 72 hours before travelling), if you travel from a high-risk country. In case of European countries and those in the Schengen area, Spanish authorities will rely on the risk map offered by the European Center for Disease Control (ECDC). You can check the map of high risk countries here.
As of December 10, international travellers from high-risk countries can enter Spain with an TMA molecular test as an alternative to the obligatory PCR, a requirement from which children under six years of age are exempt. TMA is short for Transcription Mediated Amplification. The technique has been developed by the Spanish multinational parent company Grifols and is used to detect the presence of the coronavirus in the individual.
For users there will be little difference between one and the other. The sample is taken in a similar way, using a swab in the nose. And the idea of both techniques is the same: to look for samples of the genetic material of the coronavirus, amplify it and measure it. The TMA molecular tests are based on blood plasma analysis and have the same level of reliability as PCR tests.
These two tests are the ones chosen because they are aimed at directly detecting the coronavirus, so they serve to diagnose an active infection, without the problem of antigen tests, which can indicate past infection. Furthermore, these documents may also be in French and German, in addition to English and Spanish as has been the case up to now.

What if I return from a country outside of Europe?
For countries outside this area, the reference point will be the 14-day cumulative incidence for every 100,000 inhabitants, as well as their core capacity as set out in International Health Regulations (IHR). Citizens of countries with an incidence figure of over 150 will be asked for a negative PCR test. According to the ECDC’s Wednesday figures, the following countries fall into this category: United States, Colombia, Panama, Belize, Costa Rica, Morocco, Tunisia, Libya, Syria, Iran, Russia, Azerbaijan, Georgia.
Starting on November 23, passengers filling out a control form before entering Spain will find an additional question asking whether they have a negative PCR test result from the previous 72 hours. Authorities will request to see these results of the test. This must be an original document in English or Spanish, presented on paper or digitally.
All passengers that arrive by air or sea must also undergo a temperature check. This must be below 37.5 degrees Celsius. You also must fill in a Public Health Form, or use the app «Spain Travel Health» (SpTH), which is free! After completing the form, passengers will obtain a QR code, they must present this upon arrival in Spain.
Do I need any paperwork?
Yes! You must fill in a health control form and sign this electronically before travelling to Spain. You can access the form and sign it via the Spain Travel Health website or apps. After you sign it you will receive a QR code which you must present when you arrive in Spain. Don’t forget that you must fill in a separate form for each trip and each person.
New restrictions Spain
From the 19th of january 2021 there are new restrictions in Valencia.
- The Generalitat has extended, at least until January 31, the perimeter confinement of the Valencian Community. For this reason, it will only be possible to enter or leave the autonomous region for justified reasons, such as returning to one’s habitual residence.
- The night curfew has been brought forward to ten o’clock at night. Therefore, until 31 January, night-time mobility is restricted between 10 p.m. and 6 a.m. However, they are considering bringing it forward.
- Family and social gatherings are restricted to a maximum of six people, in public or private spaces, until 31 January.
- The whole hotel and catering industry has to close it’s doors. At least until the 31st of January.
- Commercial establishments must limit their capacity to thirty percent until 31 January and have to close its doors at 6 pm. Only essential stores can stay open after 6pm such as pharmacies and supermarkets.
- Activities with a concentration of people, such as public shows, recreational and socio-cultural activities, animal exhibitions and popular celebrations, are not allowed until 31 January.
- And last but not least: Until 31 January, all sports institutions, gyms,… have to close as well. Only professionals can keep doing sports together.
